President of the Eastern Chipp Kingdom.
He's hot-blooded, and thinking deeply is far from his specialty. He's quick to lose his temper, and his words often come off as rude. Now that he's trying to get into politics, he's learned basic manners and social skills. He acknowledges that he has some rough edges, but accepts those parts of himself.

Chipp was addicted to drugs at a very young age. In order to secure a regular supply of them, he became a dealer for the Mafia. yet after years of punishing his body with all manner of narcotics, he finally broke down and was to be "disposed" of by the organization. However, his life was saved by a mysterious Ninja. Realizing his huge debt to this master, Chipp became a student at the Ninja's dojo and was trained body and soul in the ways of the Shinobi. One day, Chipp returned to find his master near death, having been attacked by the Mafia.
"Master Tsuyoshi! Damn! Who did this to you?! The Mafia?! I will not forgive them!!"
"Chipp... your opponent is an entire organization... You can't do anything to them. Promise me, Chipp... you will walk away... and live your ... own... life..."
The Ninja master Tsuyoshi passed away with a smile.
"Master... I cannot honor such a promise. I'll enter that tournament we heard of... form my own group, my own organization... and take the Mafia down!"

In his youth, Chipp was addicted to drugs and worked for the Mafia as a drug trafficker. Eventually, his drug dependency worsened to the point where he could no longer perform his job. No longer needed by the Mafia, Chipp was to be disposed of when a ninja, who later became his teacher, rescued him. Chipp began to open up to the man who saved his life, and became his apprentice. But that peace was short-lived, as eventually, the Mafia killed the ninja. Trembling in anger, Chipp vowed to take revenge on the Mafia. Unable to reach the final rounds in the previous Tournament, he learned that his heart, skills and strength were still lacking, and devoted himself even more to his training. Upon witnessing Justice's death, Chipp realized that deep down, even this monster that massacred countless people was searching for help. This made him think about what a true helping hand was. Now, he is once again ready to do battle for that which might truly save him, and so, he focuses his interest on the story of the Gear.

Guilty Gear XX
P.W.A.B. Report #5236: Born as an orphan, subject grew up to become an illegal drug trafficker and narcotics addict. He was saved by a man named Tsuyoshi, who taught him the basics of Ninjutsu combat. Subject is the only known man alive who still uses this Japanese form of attack. He also uses the force of Ki in his moves, presumably taught to him by Tsuyoshi as well. It is safe to assume that the subject has had extensive training with Ki force. If we can procure this fighting style for our own use, the benefits would be immeasurable. Although a highly skilled fighter, subject is a very straightforward man who has little in the way of mental defenses. A swift capture is highly recommended. He is considered to be moderately dangerous.
