Once a marine biologist with an affinity for manta rays, Jack Finney was mutated into a half-human, half ray when investigating the sewer for illegal toxin dumping. It turns out, The Shredder's henchmen Bebop and Rocksteady dumped Retromutagen Ooze into the sewers. Openly opposing The Shredder and his nefarious schemes, Ray later joined the superhero team of "The Mighty Mutanimals".
