Hot off of their intent to include Gunloc as a playable character in their game, Incredible Technologies decided to make the character of Blade, actually Gunloc incognito. Furthermore, they played off of the Capcom USA invented story tidbit that Gunloc was Guile's brother.
What could have been
According to game co-developer Alan Noon (who also played Blade and his palette-swapped cohorts in the game), Capcom initially did not specify that the game would be based on the movie, just that it would be a new Street Fighter with digitized graphics, using actors for the movie. Under the impression that they were designing Street Fighter III, Noon and the rest of the team came up with a list of fighters that included Ryu, Ken, Chun-Li, E. Honda, Sagat, Vega, Cammy, Akuma, M. Bison, Blanka, Dee Jay, Fei Long, Dhalsim, Sheng Long (Gouken), Geki, Retsu, Lee, Gunloc, and Mega Man.
