He is an evil emperor who leads the 4th Empire. He once stumbled upon a research document left behind by one of his ancestors. It described Plasma Power and how it could be derived from human emotions. Bilstein was driven by his ancestor's evil will because they were unable to complete the project and build the Plasma weapon. Yet before he could realize his evil plot he was detected by the Earth Federation army. Because he was using actual human bodies in his experiments, he was arrested for violating human rights. Imprisoned on Planet Zeta, Bilstein escaped rather easily, destroyed much of Zeta and began his plot for world domination.

"Oh well. The fake cannot defeat the real. What a waste of space that thing was!" Bilstein has defeated a clone of himself. The clone didn't stand a chance. "And now,this should be enough to destroy the rest of the wimps on Earth!" With those words, Bilstein stretches his hand toward the Earth and clenches his fist. Is this the true Bilstein, ready to end the world? Or is this just another clone of the real Bilstein? We are not in a position to know that...

The Spanish matador, Gerelt, was on Planet Zeta for a bullfighting tournament when his family was kidnapped. A rival matador who envied Gerelt's popularity and skill framed Gerelt with the kidnapping. Before he can deny the charge, Gerelt is pursued by Zeta police who think he is psychotic for kidnapping his own family. When Gerelt hides from the police he meets Bilstein who also is on the run after escaping the Zeta prison. Bilstein convinces Gerelt that the only way to get his family back is to join the 4th Empire.

The Gajah name was already associated with black magic since his father performed exorcism and invoked spells. But Gore grew to fame on his own from his unusually strong supernatural powers, such as growing to unbelievable heights and his command of a mysterious staff. Gore joins Bilstein to continue his studies of Plasma Wizardry.

Hayato, abandoned by his parents as a child, was found wandering the streets of Neo-Tokyo by the owner of an orphanage. She raised Hayato as well as many other disadvantaged children, but in doing so she fell deeply into debt. As an adult his sole mission in life was helping her get out of debt. Unable to find other work, he reluctantly became a bounty hunter to raise money. Hayato's strong sense of justice turned him against the life of a bounty hunter, which frequently leads to criminal behavior. He believes he's found the solution when he discovers an ad offering a huge reward to join a project called Star Gladiator.

One month later, Hayato returned to the orphanage only to find the director closing its doors. While looking at the rolls of money inside Hayato's hands, her emotions were torn between love and hate. As Hayato realized this, he smiled and said, "Don't be mad! I promise to reform myself from now on." So filled with her mixed emotions, all the director could say was, "You're going to give me a heart attack!" Embarrassed by this Hayato quickly replied, "But if you die...I'll never change!"

June is one of the most talented gymnasts in the world. Born and raised in Hong Kong, June and her parents are forced to leave when a violent revolution breaks out in mainland China. They immigrate to England where June's father can only find work in a lab run by Dr. Edward Bilstein. A lab accident kills her father, while her devestated mother passes away soon after. She investigates the lab and discovers the "accident" was engineered by Bilstein as a cover-up. She is consumed with hatred for Bilstein so she joins Star Gladiator to avenge her parents.

After defeating Bilstein, June returns home to visit the picture of her deceased parents. "I have finally avenged you. For so many years, all I felt was vengeance and now I feel... nothing. Finally you can rest in peace...Since I have nothing left, I will join you soon". With that, June takes a bottle of drugs off her desk and raises it to her mouth. Suddenly, Hayato slams open her front door..."Don't do it June! Don't leave us like your mom left you. Saturn, Gamof, and I need you! Don't you see that you've got a new family now?" As his words slowly warm her frozen heart she says,"W...what are you talking about Hayato?! This is just cough medicine." With that, June runs into the arms of Hayato... Behind her, June's parents smile from their picture.

A creation of June's father in Bilstein's Plasma Power lab, Rimgal was made from a combination of human and dinosaur DNA. While experimenting in the lab, June's father suspects Bilstein and his plans for Earth. When Bilstein gives June's father a sample of his DNA for the experiment, June's father uses his own instead. Now Rimgal retains June's father's personality and intelligence. But after the lab accident Bilstein ordered a bio-control chip to be placed in Rimgal's brain so he is under Bilstein's complete command.

"This is the last thing a father can do for his daughter...Ahh,it's slipping away...I must control... Aiieee!" Rimgal has entered the final stage of his transformation. He can't control the savage dinosaur nature that lurks in his mind... The next time his inner beast awakens, he will never be able to regain true control over his actions. This must never be allowed to occur. Rimgal knows what must happen next. He looks at June and his companions slowly. "Please take care of my daughter. I love her..." And with those words Rimgal leaped from the fortress, plummeting to the ground below.

A mysterious street performer, Saturn was formerly engaged in research far more advanced than anything on Earth. Intending to turn down a new assignment to research life on Earth, Saturn realized it was an opportunity to perform in a a new theater, his all-consuming hobby. Although he was forbidden to interact with humans, Saturn caught the act of a street yo-yo artist and was amazed and intrigued by the precision and possibilites of the Earth yo-yo. While perfecting his performance skills, Saturn developed the yo-yo into an accurate and deadly weapon. With his new skills Saturn decided to desert his former home planet and join Star Gladiator.

Back at the United Force base, the General thanks Saturn for a job well done. Saturn looks at the General, smiles, and says, "This whole Fourth Empire thing wasn't a part of my mission. Since you used me, I believe that it is in my planet's best interest not to share any information between our two worlds." With the General speechless, Saturn leans forward and whispers into his ear, "However,I do believe that we can work something out...". A few days later at the Pompedo center in Paris...Saturn is entertaining people on the streets, surrounded by a crowd of people. "I am a lean and mean Super Hero machine..."

Vector is a prototype assassin robot created by Bilstein as a final weapon to invade Earth. Vector assisted Bilstein's jail break on Planet Zeta by destroying an entire unit of the Earth Federation army. Vector's metal allow chassis protects him from internal circuit damage, and he is equipped with a powerful laser beam rifle, which draws energy from his built-in Plasma Power generator.

And now, he has achieved the ultimate: "Mission complete" Whispering in a small voice, Vector ceases all operation, as if he has fallen asleep... But if any foolish human sets foot on this planet again, he'll wake up and crush them with his robotic might. It's as if Vector is the guardian of a god's sanctuary. As he sleeps quietly, small birds fly around cheerfully, unmindful of the powerful behemoth who lies incapacitated in their midst.

Klondike soldiers are known throughout the universe for being extremely brave, who are inspired by their leader Zelkin. When Klondike went to war with Earth, many Klondike soldiers were captured. To rescue his people, he arranged a trade. Zelkin's capture bought their release and ended the war between the two worlds. Word leaking of Zelkin's death in jail allows the Earth Federation to keep Zelkin in a Planet Zeta jail indefinitely. When Bilstein breaks out of the jail, he takes Zelkin with him. Zelkin becomes a member of the 4th Empire to repay his debt to Bilstein.

Now,at the end, Zelkin finally understands that not all of the Earth's people are cruel and brutal. "I have made a horrible mistake. Even my defeating Bilstein cannot make up for wronging the humans so terribly..." Zelkin tries to give himself up to Hayato and the other Earth warriors, but they will not accept his surrender. "Zelkin, now that we've fought you, we know you are not the enemy. Go home. Maybe this will bring peace to our two peoples." Hayato's companions agree with his kind decree. Zelkin politely expresses his gratitude and takes a spaceship from Zeta back to his home planet, Clonedyke. "So this is what they mean by'Forgive.' I am only now beginning to understand. We have much to learn from our human brethren."
