Magical Battle Festa マジカルバトルフェスタ Hidden Character Windows Becomes available by defeating her in Magical Battle Festa mode. Highligh Ion Hoshisaki at the character select screen and press and hold Overdrive button while selecting her. Seems to only work with the Japanese language setting.
