Pre History
Android 16 was an older model of artificial human than 17 or 18; they were cyborgs, whereas 16 was a complete android. Although designed to kill Goku, Android 16 was peace-loving. 16 decided that if he must fight, it would be to preserve nature, so he challenged Cell. Unfortunately, although he was as strong as Cell's earlier forms, Perfect Cell proved too powerful for him.
